Community Reinvestment: Low Income Based Scholarships Inc. is a non-profit organization dedicated to providing educational opportunities for school-aged children in Arizona. As a 501(c)3 organization, we work in collaboration with the Arizona Department of Revenue to create scholarships for students in the K-12 private school sector. Our mission is to ensure that children from low-income families have access to quality education and the opportunity to thrive academically.
We understand the financial challenges that many families face, which is why we focus on providing scholarships based on need. To qualify for our scholarships, families must meet income verification guidelines, as measured by the Free or Reduced Lunch Program. These guidelines are set by the USDA and are designed to identify families who are at or below 184% of the poverty line. For example, a family of three must have an income of $36,482 or less. These income verification guidelines ensure that our scholarships are directed towards those who truly need financial assistance.
As a registered School Tuition Organization, we are committed to being purpose-driven and inclusive. We serve over 400 schools in the state of Arizona, prioritizing those with the greatest need. We collect data on applying students, the communities in which the schools are located, and the specific circumstances and learning styles of each scholarship opportunity. This data allows us to continually improve our programs and measure the impact we are making in the community.
We also work closely with our donating partners to determine where their funds will be allocated. We encourage them to consider specific themes such as S.T.E.A.M focused programs, special needs focused schools, and schools that provide basic care and boarding. By aligning donations with these themes, we can ensure that the funds are directed towards areas that will have the greatest impact on the students and communities we serve.
One of the unique aspects of our organization is our ability to process dollar-for-dollar, tax credit-worthy donations. This means that both corporations and individual taxpayers can receive tax benefits for their contributions to our cause. In fact, 90% of all donations we receive are committed to fulfilling tuition assistance directly. We are listed on findcra.com and other banking industry websites as a qualifying activity under the Community Reinvestment Act (CRA). This designation allows us to receive donations from banks and ensures that we are meeting the requirements for annual assessments and compliance.

As an organization, we are non-denominational and we service, the over, 400 schools in the state based on need and collect data both on applying students, the communities in which the school serves, the special circumstances and learning styles of any given scholarship opportunity, and…improving with time…the desired outcomes and community impact that our organization’s efforts have produced. We have extensive data surrounding the private school landscape, and we encourage our donating partners to work with our team of experts, in determining where they want their funds allocated. Examples of theme based giving would be: S.T.E.A.M focused programs, Special needs focused schools, and schools that include basic care and boarding.
CRLIBSI is in the unique position to process dollar-for-dollar, tax credit worthy donations both on the Corporate side and the individual tax payer side. 90% of all donations are committed to fulfill tuition assistance directly. We are listed on findcra.com and other banking industry websites, as a CRA qualifying activity, meaning that we service LMI (low-moderate income) communities, and have been designed to receive bank donations and serve as a CRA (Community Reinvestment Act) activity for annual assessments and compliance.
